Cabinet of Ministers’ Regulation No. 876. “Regulations of energy supply and usage”

The new regulation defines new rules for multi-apartment buildings that received building permit after January the 1st of 2016. The heating energy counters or heat cost allocators must be installed in every apartment for new buildings, renovated buildings and non-residential buildings (only if those are funded from the EU funds, national or municipal budget) and where heating is supplied either by centralized heating provider or shared heating source.

National Energy Efficiency Action plan

The plan sets out Latvia’s 2020 renewable energy targets: Overall target: 40% of share of energy generated from renewable sources in gross final energy consumption; Heating and cooling: 53% of heat consumption met by renewable sources; Electricity: 60% of electricity demand met by electricity generated from renewable energy sources; Transport: 10% of energy demand met by renewable energy sources. It also sets out incentive schemes to be used by Latvia for achieving the above enlisted targets.
This plan should be revised and submitted to the European Comission until April 30th, 2017 together with the updated Renovation strategy.

Cabinet of Ministers Regulations No. 513 On Establishement of the Latvian Building Council and Agenda

The Regulations establish the Latvian Building Council as a consultative coordinating institution with the objective to promote participation of society in creating and implementing building policy. Functions of the Secretariat of the Council are carried out by the Ministry of Economics of Latvia. Participants of the Council are societies and foundations related to  construction or professional construction services or good governance, consumers’ rights and ensuring correspondence to ethical norms, as well as the  Ministry for Environmental Protection and Regional development, Ministry of Transportation, Ministry of Education and Science.
